Can we create own organisations like NATO or Warsaw Pact during the game?

Question for Lukasz. Could we create organisations(such as NATO) while playing the game?

I know that we obviously could at scenario editor and game files but what about when we playing the game? Like I want to create organisation and invite some civilizations in it. Does it possible?
