Actually i dont think to add bg, you can create bg while modding, there will be also suggested civilizations.

13. By the way, instead of sending big maps and saying "Make this accordingly" to an already created place, it would be better to send a small section/state and say "divide here like this". Because while it is difficult to remake a province that has been maked, it is close to impossible to remake large places.
