Limit the crossing of a heavily fortified province

The existing fortress siege mechanics have one important drawback - it makes the combat system too "medieval". I think that if the outcome of the First World War depended on the capture of several fortresses, it would not have become a trench war with many victims (not to mention the Second World War). In addition, complex operations to bypass fortifications would simply not make sense if they could simply be crossed.

I think that in order to make the scenarios of the XIX-XXI centuries (the same applies to future mods for the game) more realistic, it 's worth making sure that a province with a high fortress level cannot be passed through without besieging (or that an attempt to breakthrough such a province reduces the number of attacking troops and slowing down them, which would simulate losses during a breakthrough)
