Is it possible to improve relations between nations via event?

I have asked this question a few weeks ago but still haven't gotten a reply, I wonder if it is even possible to improve relations via events? If not, I recommend adding the outcome.

I usually use google translate and translate all the text in the language file, that is what I did when I translated my own personal version of Sieg. Since you are on mobile, perhaps use MT Manager.

Copy only texts, not the event titles (avoid L1, L2, L3, etc...) and do not copy large sums of texts, since Google translate is limited on the size of text it can translate
