Offer Vasalization

Everytime I offer some civilization vasalization they just deny it.. What does the offer vasalization need for it to be successful?

You need  -10 relation with him and a lot of troop, then you demand it via ultimatum

It's about "offer vassalization" option not ultimatum 😛

I got it to be successful ones, but they have to be ALOT weaker than you. It only works 1-2 times per game of mine though.

Something weird happened in my playthrought
I started as a random island in the pacific and in turn one i missclicked and pressed "offer vasalitzation" to the US, weirdly they accepted

Unfortunately they declared independence in turn 3
