yes. Both of those islands are their own province.
This is because I am too inexperienced to make a province consisting of multiple islands, so I took the next best option, which was to make every island a province.

Sometimes the dashed line doesn't appear even with proper land connections.

I suggest you should merge those 1 pixel - island provinces in north Korea with nearest land provinces
