Can bots starts unions

I was wondering if bot can  start union with other bots or the Player

me too and bots arent offering alliance to player

I dont know for an alliance,but once Netherlands offered me a union

so if ai can offer union it should be able to offer alliance

Hmm so maybe its that the AI indeed uses all diplomacy options but the chances are too bugged or low for it to happen between two bots. It seems that the whole diplo is also bugged, AI offers coalitions for below 100 gold lol.

Ok I just saw AI making alliances

Maybe the game's diplomacy system in AI is bugged, or the game was designed to you do the most of diplomatic desitions, but if the AI can declare war, I don't know why it can't request an alliance or union
