I believe the base map has 4269 provinces

133 provinces, and I am maybe halfway there. At least Germany might not get steamrolled by France ever again.

I can't say yet. I would have to finish every nation I started, and then I could give the current amount of provinces added.

Well, this little madness of mine here in Germany is about 66% overall complete, but as a sneak peak, here's some of the more completed German nations for the Victorian Era. (Bavaria definitely got a facelift.)

Maybe, but right now this is primarily a map mod. 
I do plan on making a scenario I made a while back named "Verloren" which will be set in the aftermath of WW1, events and all.
If I can make it for mobile, I would.

Where each state is it's own province? Not sure if I am quite getting you there.
However, I can safely say that Mexico will have all 32 states replicated in game accurately plus it's capital district.

Already have, yes. Upper Peninsula is a little off, but I didn't want to make tinier provinces.

Finally finished Poland, so here's more modern borders from 1914 onwards + peek at 1440.
